Social Affairs Minister Nayla Moawad on Wednesday accused the Hizbullah-led opposition and Syria of torpedoing the Arab initiative and making Lebanon an arena run by Damascus and Tehran. "It's hard to say that the Arab League initiative has finished off but we have definitely reached a dead end," Moawad told Voice of Lebanon radio station.

The three-point Arab plan calls for the election of Army Commander Gen. Michel Suleiman president, the formation of a national unity cabinet in which no one party has veto power and the adoption of a new electoral law.

"The Syrian regime is working hard through its allies in Lebanon to torpedo" the initiative so that Lebanon becomes "an arena run by the Syrian and Iranian regimes as well as the state of Hizbullah and its open wars," Moawad added.

She was referring to Hizbullah's declaration of open war against Israel following the assassination of the party's top commander Imad Mughniyeh in a Damascus car bombing on Feb. 12.

Moawad also accused Free Patriotic Movement leader Gen. Michel Aoun, who is negotiating on behalf of the opposition, of "being entrusted with obstructing (the initiative) rather than opening dialogue" with the majority, she said.

Lebanon has been without a president since Emile Lahoud resigned at the end of his term in November with no elected successor.

About the Arab League summit that will be held in Damascus next month, Moawad said: "As March 14 forces we will make every effort to have a successful Arab summit."
